Architecture
Carter Miller Ou provides architectural services to public agencies, led by a California-licensed architect. We design to the requirements of the governing approval authority, whether the Division of the State Architect for school and community college projects or the local building department for civic and municipal work, and for reliable performance across a long service life. Our principals bring direct owner-side experience, which informs designs that account for how a public facility is operated, maintained, and used.

Our president brings owner-side facilities experience, and our reporting is structured for the audiences that govern public programs: boards, councils, and finance officers. We provide clear spend-down planning, current budget and schedule tracking, and documentation that withstands audit.

We emphasize proactive management: disciplined submittal and request-for-information processing, early constructability and cost review, and rigorous change management that protects project contingency. We are experienced in the requirements of public delivery, including competitive bidding, prevailing wage compliance, and formal project closeout.
